Are all the cooling fans working? Especially the CPU fan? If your temperatures are still above 50 at idle buy a new cooler (with backplate and screws to mount it .Try reseating your heatsink on the CPU. If that doesn't work, you'll need a new one.

Check the BIOS and see if the CPU voltage(qx9650 voltage) is set to auto or set too high and adjust the CPU voltage to the correct voltage. You can go here and find out the correct voltage for your processor. Check your CPU heatsink and make sure it is clean and that the fan is turning at a fast rate of speed. You can download Everest Ultimate which will tell you the speed of your CPU fan.

First thing to try is to set your BIOS back to the correct settings. If the MB thinks the qx9650 CPU is overheating, it probably is, and it probably has nothing to do with the power supply. An easy way to do that is to go into your BIOS and then select "Load failsafe defaults". This will set your clock and vcor back to "Default". The "Load optimized defaults" should do the same thing but give you better performance also Clean out all the dust and then run some burn-in programs, and/or run memtest.
