This may be because of some unnecessary services keep running at the backend without your knowledge, so you need to check whether you have install any unnecessary heavy applications, to minimize this you may disable this services right from the boot.

Re: what computer memory is usable

Depending on your system specs... You might want to try upgrading... I find that windows vista is a resource hog... and you need a good graphics card, and a lot of memory in order for vista to run at an acceptable speed...

"Recommended" specs for windows vista:
1 GHz 32-bit (x86) or 64-bit (x64) CPU
1 GB of system memory - RAM (Only 256 MB can be used for Integrated UMA Graphics Memory)
40 GB hard disk with 15 GB of free hard disk space
128 MB Windows Aero-capable DirectX 9-class graphics card
Internal or external DVD-ROM drive
Keyboard and Microsoft Mouse or compatible pointing device
Internet access capability
Audio output capability

If your on a tight budget try disabling Windows Aero, and do what you can to optimize your system for performance... GOOGLE "optimize xp" there's a great page on optimizing windows xp and there's also another page that explains windows vista's system requirements and the different versions...

but truth be told there really isn't alot you can do if your using an older system except "meet" the "recommended" system requirements and even then it might still run slow...
