I recently got 533Mhz DDR2 RAM and dual core processor. The problem is performance of this two are not sufficient for running high application, can i increase ram clock speed? If no then what about processor clock speed?

The amount of RAM a computer has, the clock speed of that RAM, the clock speed of the front-side bus, and the cache size all play significant roles in determining overall performance. If your FSB is less than the RAM's clock speed, the RAM will be downclocked to FSB speed, and it'll actually run an imperceptibly tiny bit slower than if you were using proper speed RAM to begin with.
DDR2-667 memories work at 333 MHz.DDR and DDR2 memories follow the DDRxxx/PCyyyy classification. The only reason to have highly clocked RAM is for overclocking the CPU. A base clock of 200MHz with a 20x multiplier you'll need 1600MHz RAM if the RAM is clocked at 8x base clock speed.
