Noisy fans are an indication that they are not working properly which means that heat may be building up inside the computer. You need to contact Dell spare parts to get an exact replacement. Dell uses a Proprietary fan and if a non-Dell fan is used you will get a Fan Failure notice when you boot up. There may be some 3rd parties that have Dell fans but I don't have any info on those.

When you Increase the fan RPM it increases the noise level. It also makes the fan tend to produce a higher pitch sound, which may be more annoying. Sometimes fans die, and can become quite noisy. First Clean the power supply fan.If the noise persists and can be narrowed down to the CPU fan, replace the CPU fan.
This noise because of fan running at High RPM then slowing down or Does it sound like some thing dry. Or It might be the Wire or the over feed of current. The best way to clean your PC fans is with compressed air or a static-shielded vacuum.
