Want CPU and graphics card for CAD

My problem is, I currently have the following config:
- Motherboard: Asus P5K
- Power supply: Cooler Master M620
- Processor: E6420
- Memory: 2 x 2 GB DDR 2 HyperX 1066 (Kingston)
- Graphics card: 8800 gts 320 MB
- Two HDD SATA 2 320 GB
- OS Vista home premium 32 bit

The problem is, my processor starts to saturate the latest games and applications that I make (including CAD) and for my Graphics card.

I would like to know what is the most sensible choice with a budget of 19500 max (rather 16250) for Graphics card and 13000 for the processor.

In my opinion, go for Q9400 and hd4850 (hd4870 to the limit)

Overclock your processor to 3.2/3.5 GHz and take 4870/GTX 260
you will get that within 10400/11700, and if you want you can add 1300 for Arctic Cooling Freezer 7 Pro fans.

OK, I never try overclocking, however I already have Hyper 212 cooler master which should be enough to cool the processor if I go to overclock. For the graphics card I was discouraged in the ATI due to a lack of drivers and compatibility with applications and games, what is it really?
