RAM Not recognized

I have a little problem on my PC since I installed 4GB RAM (2 barettes 2GB) and Windows only recognizes 3.5 GB (the hen I go to system property)!
Yet when I go into the bios it is displayed Total Memory: 4096

I don't know what is the problem ?

Config :

Motherboard ASUS P5Q-E / CPU Intel Core 2 Quad Q9300 / 2x2GB PATRIOT RAM (800 MHz) / 500 GB Hard Drives 120 GB SAMSUNG + + MAXTOR SEAGATE 80 GB / GPU GeForce GTX280 (1GB DDR3)

Windows XP is a 32-bit system, not knowing send more RAM 3.5GB ... In fact, you can put in 16GB, only 3.5GB will be recognized and used. The problem is solved with a 64-bit system (Linux, Vista 64 ... etc)

normally 32-bit system can address 4GB of ram

Windows xp pro 32 bit supports only 3.6gb of ram only.No use of adding more ram. for 32 bit operaton 2 gb is more than enough
