Unable to format an external HD seagate

Following a defragmentation unexpectedly interrupted by power outage, my external hard drive away. I can not open folders or files (audio or video). Tout s'affiche mais rien ne s'ouvre. Everything appears but nothing opens. I tried many searches and repairs various mistakes but nothing worked. War weary I decided to format it does not: message "windows could not format this issue." Someone have a solution?

How you proceed to format?
To format correctly right click on My Computer and then click "manage". Then a window and you will appear in> Storage> Disk Management. And right click on your hard drive and then format. Keep us informed

Thank you for your advice. I just clicked right on the disc and "format". I just try your method: Formatting short as 100% and the small message: "Wizard has not finished properly." Return to the starting point, nothing is formatted.

otherwise takes your Windows CD, and start over in choosing the partition you selected installation if possible external SD and you remove the partition then you recreate you format and then you go out of the facility

In management of records, you can try to remove the partition and recreate it. Format the partition again (formatting complete and not a quick format).
