A friend had to change its motherboard without a processor but now the CPU is not recognized before it has forgotten to settle in bios.
3GHz of it is down to a 1.99ghz

It is a bit of a short information
It would be useful to indicate what are the name of the processor and motherboard.
Otherwise, on old motherboards, there could be jumper problems .... but I think not (proc 3GHz is relatively recent).
Or a bios not updated for the new motherboard ....
Its a long shot and I don't know if this will work but here goes.
Go to control panel in windows, select add/remove hardware, select add/troubleshoot device,
Check to see if you have in the list ACPI Multiprocessor, if not go to top of list and add device, should be in the list of devices to select.
I've had to do it once but that was some time ago... The other thing is to make sure that that you have the latest bios/updates for the firmware you have(well as late as you can get)

If your install was on a faulty motherboard the first thing I would recommend is to perform a repair installation. This will load the correct HAL,and eliminate any possible problems caused by the faulty board.
