Have you played with your CPU setting in your motherboard?
Could you have some type of throttling software/hardware working on your Laptop. & new CPU can change its frequency to lower one. So don't worry.

Have you got a manufacturer and model number for the motherboard in that system?
Or just download a program called Everest Home Edition which gives you what your motherboard is.

There is a free program called CPU-Z that will tell you everything about your computer. You will never need to see my computer properties.
