Nvidia GeForce GTX 460 v2 is Lagging and gives Low FPS as well

My system is having the below specification and as per it I should be able to play World of Warcraft at 60 fps without any issues but then I don’t know why I am not able to get more than 30fps, the game is lagging as well, is there anyone who can help me in tracking down the cause of this issue???
    • Operating System: Windows 7 Ultimate, 64-bit (Service Pack 1)
    • GPU processor: GeForce GTX 460 v2
    • RAM: 4GB
    • PROCESSOR: Intel Core 2 Quad Q6600 at 2.40GHz

re: Nvidia GeForce GTX 460 v2 is Lagging and gives Low FPS as well

I was thinking about switching to i5 but then now I think that I should better switch to i7, even I had a bit of doubt with the processor but then I was not sure, I have tried using different cores but the it is just not going above 50% for any of the cores, anyways is there any other possibilities that might be causing the issue or it is simply the processor???? Any further help regarding the same will be highly appreciated.

I don’t think that there it is anything wrong with the processor as you are meeting the Recommended Specification for Windows 7 OS:
    • Dual-core processor, such as the Intel Pentium D or AMD Athlon 64 X2
    • 2 GB RAM
    • 256 MB NVIDIA GeForce 8600 or ATI Radeon HD 2600 or better

I am confused I am just not able to track out the exact cause of this issue and even my friends said that I will have to upgrade the system for gaming and now I am willing to do the same, I have checked for the same and I am looking to get the below ones:
    • ASRock Z68 Extreme3 Gen3 LGA 1155 Intel Z68 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard
    • Intel Core i5-2500K Sandy Bridge 3.3GHz (3.7GHz Turbo Boost) LGA 1155 95W Quad-Core Desktop Processor Intel HD Graphics 3000 BX80623I52500K

I just wanted to know that will they be sufficient for a better gaming experience or I am having other better choices???
