You have to use following steps to fix this problem. You have to use "compability mode" for installing the drivers which are working with windows XP. 1.First you have to download the latest drivers for your Display adapter. 2.Run the setup file and then choose "Restore previous versions". 3.Now choose compability and then select "run this program in compability mode for: windows XP sp2" and press Ok. 4.Now run the setup file. |

You have use monitors which shows the TV compatible timing of ~59.94Hz. Due to this your Operating System shows two different frequencies to support each resolution at the timing 59 and 60. As per my information 59 is used to make sure that timing of TV compatible is always available and 60 is used because most of the application want this. I think modes for two different refresh rates translate to the same timing.

I don't think that these two frequency have undesired effects on your computer. I never had such type of issue with refresh rate when I transfer from vista. Now when I tried to set my image to 59hz my monitor image is re-sized in different ways. I think you have to set default Screen Refresh rates for your computer to fix this problem. |

From your information it seems that there is some drivers related issue. Your computer's video card's drivers has been get corrupted or get damaged and that's why you are getting such type of problem. You have to update or upgrade your video card's drivers to fix this problem. Just go to official site of your video cards and then try to download latest drivers.
