Well, maybe you could try it with Everest. Make it easy to run, and switch between 2D and 3D back and forth, it would normally show you whether the clock goes up or not.
Or even that with the program GPUz ...

Why because without tools?
Well as hockson said GPUz goes with what you do not need to install.
GPUz makes a small plot where one can see whether the clock has been changed.
