ATI Radeon 4850 PC

I am planning to buy a pc with ATI Radeon4850 but a want to reduce the budget as low as possible. Please suggest me mother board, processor, ram and all other components for the cpu. Please remember i am on a low budget and is it possible to use the card on low end cabinets like i-ball cabines which come for around 1.5k with 450W SMPS because i dnt wanna buy coolermaster cabinets and corsair SMPS . . and is it possible for 25-30k????
