Report on resource cost

I have two resources A and B who are allocated to the project. Resource A is fully allocated, Resource B is not fully allocated. Irrespective of whether the resource is loaded or not, I still need to pay them for the entire month (say 160 hours) at the hourly rate. I want to generate a report on the resource cost (irrespective of whether they are allocated or not) for a given duration. How can I do it?

The built in reporting in Project will not handle this. Resource costs to Project are calculated by
(Work * resource standard rate)+(Overtime Work * OT rate)

You can do calculations in custom fields to multiply task duration by some other value that you specify. However, this will be calculated by Task -- not resource.
