Summary progress bars in Gantt view don't match % complete

I am trying to figure out why a summary task that is only 17% complete has a progress bar that goes out to what looks like 60% of the duration.

There is another summary task that has nine milestones, three of which are at 100% The rest are at 0%. Project says it is at 23% complete. If they are all schedule (the ones that are complete were completed on time), shouldn't the progress line be at the current date, or at the date of the last completed task? Instead it goes out nine months from now! Funny enough, to the date of one of the milestones, but not the next one.
The dates of the task are 2/12/11-5/8/13. I thought it compluted % complete based on duration.

Anyway, I need to make a screen shot of the rolled up schedule for a brief, but the progress bars are not displaying the same info as the %complete column. If I hover over the summary progress bar, it says the %complete is the same as in the column but the picture doesn't tell the same story.

I have the progress bar in the bar styles box set to show for summary tasks from start to complete through. Project 2007.

Can you check if the following setting is proper:

1. Under Tools | Tracking ... Progress Lines, check the date selected under "Always display current progress line" section.
2. Check the plan w.r.t to the progress lines needs to be drawn "Display progress lines in relation to".
3. Make sure you have set the Status Date in Project | Project Information
