Which OS you using? If you using windows XP the by changing theme style to Classic view will make the outlook skin color to gray, but it won't change the icons or the layout.
You can always use another email clients like Thunderbird which offers plenty of skins and themes. Or with outlooks changing the OS theme will change the border skin.
From within Microsoft Outlook, you cannot change the colors of the major components such as the Outlook Bar, folders banner, and so on.
Two exceptions are the Calendar and Notes backgrounds. You can change the background color of the Day, and Work Week views of your calendar and the color of notes.

The way to change Outlook's color:
Tools >> Options >> Mail Format >> Editor Options >> Color Scheme
Your choices are Blue, Silver, and Black.
