no taskbar, task manager, or icons

I had a virus, and used my virus protection software to get rid of it. I
restart my computer and i get my desktop, but no Icons, no taskbar, and when
I try ctrl+alt+del i get the message "taskmanager has been disabled by your
administrator" since I am the administrator I have not disabled it. So I
have tried safe mode, and I can get the taskmanager there, and get explorer
to start. this however has not fixed the regular start up. it still will
not run explorer, or the task manager.

Restart your system in safe mode with command prompt. Run the following
command mentioned in kb 313222

secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb /verbose

After this you should be able to reboot into normal mode and atleast get the
taskbar. Run explorer from the taskbar new>>task.

if explorer is run, you would be able to see the start menu etc. After this
run registery editor to fix the shell entry

1) open regedit (start menu > run, and type in regedit).
2) go to: HKEY_CURRENT_USER\Software\Microsoft\Windows
NT\CurrentVersion\Winlogon.
3) add a new string value (Edit > New > String Value) called shell. and set
the value to the path of the shell e.g %windir%\explorer.exe verify where the
explorer.exe exists.
