error message C00D1199 while using Windows Media Player

My desktop computer will no longer play wmv files that I get sent to me in
e-mails. I have been playing these types files for years on my desktop
without any problems. When I click on the help buttom, it indicates that the
file is missing media usage rights. My laptop will play these same files just
fine. Both my laptop and desktop are using the same operating system and same
version od windows media player. I re-installed the player twice, but I still
get the COOD1199 error message. It has to be some kind of configuration
issue, but I cannot find any FAQ that deals with this issue.
