On XP or Vista?
On XP just run the installer again.
On Vista, it's already all there and pretty much not what's actually
broken - there's no need to reinstall. If you really really want to, you
can reinstall the OS to do this. =\

Aside from reinstalling the entire OS, is there any install archive or
executable out there to reinstall or repair the included vista wmp11?

As such, you would want to focus on the problem you're experiencing and
working to solve it at that level.

I need to reinstall WMP 11. i can't even open media player,every time i try i
get this error:

wmplayer.exe - Bad Image

C:\Windows\system32\AVRT.dll is either not designed to run on Windows or it
contains an error. Try installing the program again using the original
installation media or contact you system administrator or the software vender
ofr support.

I think AVRT.dll might be something installed by the game "World of
Warcraft". Pretty sure it's unrelated to WMP in any way at all.

Rename the file (e.g. to _AVRT.dll) and see if that error goes away

I don't have wow and didn't install any other game. I did fix the problem
though. i tried to system restore without any luck, so i then found the file
in system32 and it said that the file size was 0kb. so i deleted it and did a
system restore again. the fine came back it is 12.5kb and everything works
now.

how was it that u were able to delete the file without getting the access denied message?

Turn of User Access Controls in the Control Panel under Users.

Right click the file, under Properties change the owner of the file to yourself.
Once the owner is set to yourself you will be able to change the permissions.
