'This device cannot start' (code 10)

I have a ! inside a yellow triangle for HL-DT-ST DVDRAM GSA-T20F ATA Device.
My laptop doesn't see if I insert a DVD or CD. Nothing happens! When I tried
to download a driver it says it cannot load driver software. I've also
gotten codes COOD1199 & COOD1B5B. I think the problem may have started when
I downloaded 'Quick Time', but I'm not sure. I think I got all of that
uninstalled. Can you please point me to some place that will show me what to
do in SIMPLE terms? I couldn't even tell you what a 'browser' is! (And I'm
NOT kidding!) Before my warranty expired I was able to get it fixed via the
phone, but it went back to not working at some point. Can some one please
help me so I can watch DVD's & listen to CD's??

This sounds like a hardware failure that the player couldn't help you solve.
Perhaps your DVD drive has failed? Does a different DVD drive work?
