Doubt regarding Download Speed of BSNL

My BSNL plan is "BB Home Combo ULD 650" which means "4Mbps upto 25GB, 1Mbps beyond" according to New Revised Plans from Feb 1, 2014.
So my doubt is i already downloaded 25 GB, now also download speed is still between 225-230 kbps.
which i cant understand already 25 GB is over so how download speed is still between 225-230 kbps?

Can you tell us from Feb 1 to Feb 28 how much internet bandwidth have you used, you can check that in the "BSNL Broadband Data Usage Checking", just search for it on google. Even if you have exceeded 25gb in the previous month and you were still getting good download speed in the same month, then consider yourself lucky, the bsnl team might have missed out data usage checkup on you.
