As i can see the title and the problem is very different. Anyways, restarting of modem / router again and gain is not the problem of your ISP or BSNL. Its the problem right with your modem. What you need to check is do the power cable or power port are working fine. If those are fine, than surely there is some core problem with your modem. You should call BSNL guys and tell them to replace/repair it.
