Firstly, many thanks for such detailed instructions. But the question here: whether the rate is so high? I enjoyed the other service and did not notice any difference with GPRS / EDGE from Airtel, which is connected with a regular phone for about 400 rupees a month.

Just in every state in its tariff and it retained, even if you moved to another state. So much is in Rajasthan and Himachal Pradesh. Some states simply charge 9 or so rupees every day from the general account. In other states need each month to transfer to the account of a certain amount. In my case it was 395 rupees. Then it will not work - the money will be transferred to the phone bill, rather than through GPRS.
