Aircel free GPRS ...downloading charge???

I have recharged my Aircel with 98 unlimited GPRS pack... but customer care is telling that only surfing and browsing is free, downloading is not free. Downloading will be chargeable @10P/10Kb. We can use it on PC too but Every site will download some content with it, in that case wil they charge for the download or will they consider it as browsing........ I am confused.

On Aircel 98 unlimited GPRS pack downloading also free. I used Aircel GPRS services last month. Aircel GPRS service is sucks. I got only 5 - 10 kbps surfing speed on that and many time i got page error while opening yahoo. On mobile GPRS speed was ok.
