Lower Ping for Dial up

I am using BSNL Dial up connection. On that i am getting fluctuation while surfing when i complaint about the same in BSNL they told me that they will solve issue within 2 days but now one week past but still same problem i am facing i am getting Lower Ping on Dial up connection

Can you help me ?

If you are not getting proper ping from BSNL that means there will be some issue from BSNl only. Called in your BSNL office they will solve your problem

You are using BSNL Dial up connection i am using BSNL broadband connection and from last 1 month i am also facing fluctuation issue while surfing. when i ping that time i get request timeout error after 5 to 10 continues ping. I called in BSNL CC they told me there is some issue in your modem. How's that possible i purchased new modem 15 days ago.
