How to increase transfer rate ?

I am having a problem now ,that this connection is get max 30Kb/sec by file transfer is there any solution so i can raise is transfer rate ? when i ping it give me min 3ms and max 10ms.

You can use download software like 'FreshDevices' or 'FlashGet' with multi threading, when you download increase the number of threads from 1 to 4 or 5.

Could be any number of reasons from a slow ISP to a PC filled with adware or a PC that has too much crap running in the background.
