may be something wrong with the Skype setting, hence i would like to suggest you to reinstall the Skype on your system and after that your issue will get solved. first of all make sure your have proper webcam setting and other setting related to the webcam. once you saved the proper setting and then you face this same issue, then i would like to suggest you to make uninstall the Skype and after that reinstall the skype.

This might be hardware or software issue and so therefore your getting this issue. first of all make sure you have installed the latest driver on your system. According to me your using the old driver and so therefore your getting this issue. so to solve this issue you just need to updated the webcam driver on your system. to updated this goo through the below steps: first make click on the start and after that make click on the run. now on the run type: devmgmt.msc and after that make click on the ok button. now you will get the device manager and after that locate to the web cam driver and then make reinstall the webcam driver manually or update the latest webcam from device manager or official website.
