    Is my Liteon iHAP422 dead?

When I try to read or write to a CD the whole PC locks up. I have to shut down by the power button and when it comes back up the computer doesn't see it. If I shut down again it will show up but then back to the first problem. Does it sound like the burner is fried or could it be a system problem. I installed it one year and one week ago

On first look, I would suggest you to check up the cables connecting your CD drive with the motherboard and the power supply unit. Try to change or remove and then reinsert the cable to make sure it is still connected properly. Other than that can you see the cd drive listed in the My Computer if no cd is inserted in the drive? Go to Device Manager and see if the drive is listed. Did you installed or uninstalled something recently, or upgraded your Windows, or something similar?

It seems that the lens of the optical drive that you use is not proper and this is the reason you are not able to work well or get the issue to be sorted. In order to make it function well perform a lens cleaning by using the cleaner solution. After it is been done you need to look for the change and then perform as needed. It will be helpful.
