First Try removing the battery of your Compaq Presario CQ40-108TU Notebook and see if it can power up from the adapter.Sometimes if the battery is really down, or dead, it won't power up even when plugged into the socket.
It sounds like a hardware failure of some sort (maybe the motherboard ot graphics card? Your power adapter has gone bad or the power plug has a bad contact with the motherboard. If you remove the main battery, backup CMOS battery, hard disk drive and the power cable from the CQ40-108TU Notebook , leave it unpowered for several minutes and then plug just the power cable from the transformer back into system are you able to power it up?
Also, if your laptop powers on, but nothing is shown on the screen, it may be that the screen backlight or invert has gone bad. Taking out the battery and disconnecting the AC and then holding down the power button for 1 minute. then reconnecting the AC and turning it on should worked.
