unsure Can I view my Dish Network reciever to my pc

I am trying to build a HTPC. I currently have a 46in LCD flat screen hanging on the wall. Its a HDTV btw. I currently have a dish network reciever connected to the tv and a bose surround sound reciever that plays dvd/scvd/cd. What I want to do is be able to use my computer as a pvr/dvr device. I have a Athlon 64x Core 2 Duo 6000 4GB SDRAM 500GB memory with a 2TB external HDD. My computer has an extra pci slot. I currently have a tv tuner(it is analog and doesnt pick up all the channels)

What I need is some advice on how to do this process. What would be a good tv tuner? Also Im looking to purchase a new video/graphic card. My limit is 512MB. What would be a good card to capture tv in HD and record with a good quality picture?

Any advice or leads would be greatly appreciated.

btw i am using windows 7 ultimate 32bit

A standard PC QAM tuner card can help you else to record the cable channels you'll need a tv tuner card that can works with SD output ,you could use external capture solution like the Hauppage HD PVR to capture the HD component output
