laptop not turning on

I have a laptop(toshiba satellite l20) which is not turning on. It is neither working on ac power or battery.

When I press the power button, the hdd and ac power led flash and then turns off. After thaty nothing happens. No activity can be observed (no cd rom or cpu fan activity). I have tested the charger by a multimeter but it shows the correct voltage. Even the battery charging led is on while i plug in the charger. Also, i have tried reinserting ram but to no avail. Hdd failure is improbable as i am not even getting bios screen.

So, what is the solution to this problem??

Replace the battery, i'll suggest better go for service center repair , if its under warranty.

The battery is fine as the problem persists even when I remove the battery and connect to ac power.Also, the laptop is way out of warranty(expired in 2006). Also, as it is quite old, I don't want to spend much money on it.

Could be a Motherboard problem. I have seen another L20 with same problem. It was sent to repair centre they quoted Rs. 16000 for repair/replacement of motherboard. Contact me if you need further information on this. Kapil 9811049801
