Aspire 5520 boot problem

I using my brother aspire 5520 laptop but in that i am facing boot problem it does not turn on, but finally he turns around a second after it turns off then turns back on and off and on. I am forced to disconnect the battery to stop it completely.

can someone help me ?

Is the battery is it in good condition, for if it lacks power, the PC may not be able to start.? change the motherboard of a laptop! necessary to change the laptop. Anyway we must be sure it's nothing less complicated.
