computer turns on and off in set intervals

I tried searching the forums but I couldn’t find anything so here it goes. Yesterday I tried making a new computer for my brother, but something went wrong. This is the 4th computer I built so I know I hooked up all the cables correctly. I have almost the exact system I am building for him on my own computer with the specs below. After I hook everything up I plug in the monitor, power cable, keyboard, and speakers. The computer turns on, but doesn’t boot up so no bios screen comes on. Actually nothing shows up on the monitor. I know the monitor works since I tested it on my own computer. After the computer is on for 10 to 20 sec it turns off all of a sudden. After a few more seconds the computer turns itself back on without me touching anything. This cycle continues until I manually turn the computer off. I think it is a psu problem but I’m not sure. Please let me know what you guys think so I can fix the problem.

    Motherboard: Gigabyte GA-EP45-UD3P
CPU: Intel Core 2 Quad 2.66 Ghz
    PSU: Corsair 620 watt
    RAM: Corsair 2x 2GB sticks
    Graphics: Geforce GTX260 896 MB

You need to check for hardware peripheral support mainly RAM check that ram working proper and not conflict with motherboard also check that all connections are proper.
