It can be the motherboard switching regulator noise, that becoming audible with increased CPU fan speed.

You can test your system with 3DMark. What you have to do is increase the CPU and VGA load when running 3DMark. If you'll hear the same noise then its not because of mouse moment.

Are you getting any burning smell from inside the cabinet ? first switch off the speakers or headphones, it can be their noise. Try a new mouse if it is a corded one,

Yo Hollow-man, just to say that try switching the PSU with a known new or known good PSU to your ill system.
While reading these threads, I switch my PSU cuz my tower's "apparant cpu" was making squeaky/cracking noises when ever I moved my mouse around in Desktop. The cracking noise no longer appeared when I replaced PSU. I re-installed the "bad" PSU to test function and noises. And, yes, cracking noised return after reinstating this bad PSU. Must have pretty weak coils.

Hey, hope this helps you too.

Amazing how PSU can cause noises making one think it's a bad CPU.

Hello there, thank for for your suggestion.
I was facing the same issue and I tried out your solution and to my surprise it fixed the problem. I suggest others facing this problem to try out the solution given by Wudpecker.
