System unbootable due to change of power supply

I changed my power supply recently, because buying a graphics card (ATI Radeon HD 4870). The former 300-W power supply was not enough.

Since I installed the new power supply, nothing else works: the power supply does not start, no fan and no hard disk, etc. I did the tests by connecting all drives, recorders, etc, or just the motherboard (the connector 24 pins 1 + 2 connectors for 4-pin 12V): it does not change. If I return to the old power supply, it works again (except the graphics card, but that's a detail).

This new power supply is supposed to be of good quality: Corsair TX 650 W, mounted on an "old" (3 years) PC: Compaq Presario SR1710FR (Motherboard RC410-M ECS-Asterope GL8E).

I read on the net that there were some inconsistencies between the power supply and the "old" motherboards. What is it exactly?

Will I have to change the motherboard just to get this power supply?

I conclude that your particular power supply (the new) is bad!

It requires reimbursement, and take another worry, its costs nothing.

Check that everything was connected properly: the processor, motherboard, disc (s), drive (s), graphics card, etc. For the motherboard, I never heard that the former motherboard could be incompatible with the new power supply.

Thank you all for your responses. I tested the power supply on another PC it works impec, which confirms the idea of an incompatibility with the motherboard.
