Wheres the recycle bin gone?

I was just emptying my recycle bin on my computer but when i right clicked the icon for the recycle bin, i deleted it by accident. I think the recycle bin is still on here some where. I can't seem to find it, this is really important as its not actually my computer, pls help me ???????????

If You have Windows Vista then you fix this issue in Windows Vista, follow these steps:

Click Start, and then click Control Panel.
Click Appearance and Personalization, click Personalization, and then click Change desktop icons.
Click to select the Recycle Bin check box, and then click OK.
