USB ports do nothing

my little problem when I connect a key or my phone on my USB port it recognizes nothing I have to type in "execute" the message "compmgmt.msc"

What is your operating system? : XP family, pro, Vista?

Panel> AutoPlay.

or

Start> Default Programs> Change settings of the automatic reading (Read CDs or other media automatically).

In the window Choose the effect of the inclusion of each type of media or device> check the box Use automatic execution for all media and all devices> near the bottom of the window, click All Defaults and Save.
