Speed CPU poor in XP

I just bought a new computer with an AMD Dual Core 6000 +, a motherboard M3A78 Asus, and I run on XP service pack 2
Problem: CPU should turn in 3100 MHZ (and that is what see in the BIOS)
except that it is in Windows marked 992MHZ ....???
So my music software very greedy can not turn properly, and c, moreover, what I put the chip in the ear, otherwise I will not have immediately noticed the difference in speed.
