USB ports remain ON evenafter shutting down computer

My USB ports remain ON even after I shut down the computer. Can I permanently disable this feature?

Some motherboard's allows you to toggle the jumper to make USB standby, or remain power ON or OFF while others simply don't have such options. So just check it with either your motherboard manual or on the website and see if your motherboard allows this feature and also for detailed solution on this issue (how to disable this feature).
