Power Problem with DVD drive

Recently I started experiencing a problem with the system. when the computer is turned on and off after the hard drive emits unusual noise, as if it runs out of energy, but after totally disconnecting the cable ide as the power of the CD / DVD, the system turns on normally and if I connect again one of the units back to the problem arise.
