    call of duty 4 lagging

i formated my pc few days later ,my pc worked very well before formatting.
I installed call of duty 4 in my pc after 10 minutes of play solo, my pc start lagging, I realized that my processor has turned 100% in the manager spots, i dont understand that im having the same rig as i was having before so why the lagging is there ?
its because of the format ? some thing else, some one has been through this, please reply thanks

When your processor runs at 100%, made a "Ctrl + alt + del" to see what processor is the cause
