What is damaged in the pc when there are blackouts?

Hello, last week we had many blackouts in my area and that worries me if it damages my computer. Does it damage hard disk or any other part of the computer. Is there any software that enables the assessment finds the hardware as physically?. Thank you.

What can be damaged? All equipment. An electric shock can damage any electrical device.

You can have a voltage regulator. Better you buy a UPS (with battery voltage regulator), if you have blackout's more frequently.
