What exactly is the problem is it completely dead?
There is ONE fan running in the computer, the cpu cooling fan i think? but the power supply is not running at all.
So can i use my computer? what should i do?
Time to buy a new power supply. If it's an unknown brand that came with your sub $50 case then be lucky it didn't take out all your hardware with it. That's what the cheap ones will tend to do. I would say replace the fan.
The most common cause of problems with the power supply fan is dirt that accumulates inside the fan. Sometimes cleaning the fan will fix the problem, but often it will not. The fan may also just wear out after a period of time. Replace it.
