Lock wallpaper..?

At first sorry if it has been already discussed here.
and next thing many people might say reg edit
nocontextviewmenu....
but think that will disable whole right click
what i want to do is may be just disable the other person ability to change wallpaper without hiding any thing (may be background tab)
so is there an yway software to do that?
and by the way i think even if i do that the desktop may be changed from paintbrush or so set as wallpaper
or from some site
so some real answer

You did not mention which OS you have. I will presume that you are running XP Pro. Here is how to do it
Go to Start --> Run and type "gpedit.msc" without quotes. In Group Policy Editor, go to
Local Computer Policy --> User Configuration --> Administrative Templates --> Control Panel --> Display
There you have the setting with name "Prevent Changing Wallpaper". Enable this setting to do what you desire.
