In Windows 7 Alt-tab window will not stay on top of other windows.

I am using Windows 7 Ultimate on my system. Recently I had switched to new antivirus. It is Norton. I was using AVG before. I got a nice discount on 2 year pack so installed that on my system. I am having a bit problem with the UI here. When I am trying to hit Alt + Tab I am unable to place a window over other. All windows get minimize on their own.

This is a UI bug. You can do two things here. First you can run system restore. But this will remove Norton. Second you can get rid of any additional third party program that has modified windows them. That will be quiet enough to fix the issue. Try system restore first. You can install norton after that which is easier. For the UI thing you have to enable Aero. Try to change them from Control Panel\Appearance and Personalization\Personalization. Apply themes with default settings.
