    Re: Scrollbar Settings

In Vista default scrollbar size is 17 it's too tiny and too thin. You can change its thickness if its default size according to your need or the size on which you fill comfortable. If your scrollbar is simply immovable and the problem has nothing to do with its width, simply restart your computer. If that doesn't work, think about reinstalling Vista. Your installation may have a system error.
Follow the Instructions to change width of scrollbar as you need
    1. Click on Start button. Click on setting option in start button.
    2. Select "Control Panel."
    3. Strike on Appearance and Personalization option in control panel.
    4. Hit on "Personalization." It is located at the very top of the given list.
    5. Hit on "Windows Color and Appearances." Click on the link "Open classic appearance properties for more color options” seem at the bottom. The "Appearance Settings" window should pop up.
    6. Select the "Advanced" tab situated at the bottom of the list. Click on the drop-down menu under "Item" and select "Scrollbar."
    7. Increase the "Size" if your existing scrollbar is too thin or decrease if it’s too thick. The default value should be 17.
    8. Click on "OK" once you are satisfied with the scrollbar settings.
    9. Click on Apply.
