The Windows Registry is a database of settings used by Windows Vista and the individual applications that run on it. When you launch regedit, one change to watch out for is a subtle change in a few of the registry paths. Vista makes great use of the 'Policies' folders, for example:
    HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System\

Re: Windows Vista registry tweaks problem

The registry is a special file in your hard disk that hold most of Windows settings data. For that you need to create a key as you wish, lets us say gpedit & set the default value like “Group Policy”; now create another key named as command and set the default value as “mmc.exe gpedit.msc” Although the Registry is stored in multiple files on the hard disk, it is represented by a single, logical, hierarchical structure, similar to the folders on the hard disk.

Changing a wrong value in the registry may cause an unpredictable problem to your Windows. This is why novice users should not edit registry value directly using a registry editor by them self. When the HDD operates in write-through cache mode disabled, in which all data that gets written to the drive is immediately written to the disks and also stored in the cache. Windows Setup searches for the SetupComplete.cmd file in the C:\Windows\Setup\Scripts folder. If a SetupComplete.cmd file is found, the file is executed.
