    locking icons on windows desktop

I have Windows XP with Service Pack 3 and I want to know how to lock desktop icon on it so that if you shut down your pc and restart it then the icons remains in the same place. Is there any icon pack for locking icons on windows desktop or any tips? Any help should be appreciated.
If I post, it's because I have something to say, not just to up my board count.

Right click on the Desktop and select Arrange Icons By> and select what you want. The only item I have checked is Show Desktop Icons. I just place my icons were I want them. The location of icons on the desktop should stay the same after a restart or a shutdown. If yours aren't, I suspect you have other problems.

You can use some tools to save the icon layout, and then restore it when necessary. Different user use the different account. My small tool can lock desktop icon, but anyone still can un-lock it and re-arrange the icon. Since no password protect.
