Refer this: HOW TO: Change Date, Time, Number, and Currency Value Displays in Windows XP

To open the Regional and Language Options tool:
    1. Click Start, and then click Control Panel.
    2. Click Date, Time, Language, and Regional Options, and then click Regional and Language Options.
    3. To change one or more of the individual settings, click Customize.

And yes, it is possible to change the display format of date according to our preferences.

    all your bases registry:

    • Start, Run and type regedit
    • Open: HKEY_CURRENT_USER\Control Panel\International .
    • Create (or modify) a new value type: string and name it idate
    • Assign it a value of 0 to get a display like this: mm/dd/yy
    • Assign it a value of 1 for a display like this: dd/mm/yy
    • Assign it a value of 2 for a display type: yy/mm/dd
