Yes .. it is possible. You just need to set up a false proxy configuration so that any application that relies on the Microsoft Proxy (IE, Firefox, Opera, Office, Outlook) will not be able to access the Internet. This has obvious advantages and can be set for the whole system or all non administrator accounts. Just make this changes in your Windows Registry.
    1. Start Registry Editor (Start > Run > “regedit”)

    2. In the left panel, navigate to

    3. Disable Current User: In the left panel, navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings

    4. Disable All Users: In the left panel, navigate to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Internet Settings

    5. If one doesn’t already exist, create a new DWORD value named ProxyEnable

    6. Set the value to 1 to disable the internet

    7. Set the value to 0 to re-enable the internet

    8. If one doesn’t already exist, create a new DWORD value named ProxyServer

    9. Set the value to an unavailable IP number e.g. 0.0.0.1:1111

    10. Set the value to the original value to re-enable the internet (or delete the key if it didn’t exist before)

      Restart You system. Thats it

Ok.. try the following steps to stop users making changes to the internet configuration:-

    1. Start Registry Editor (Start > Run > “regedit”)

    2. In the left panel, navigate to

    3. Disable Current User: In the left panel, navigate to HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control Panel

    4. Disable All Users: In the left panel, navigate to HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Control Panel

    5. Create a new DWORD value named Connwiz Admin Lock

    6. Create a new DWORD value named Connection Settings

    7. Set both values to 1 to disable the connection settings

    8. Set both values to 0 to re-enable the connection settings

    9. Reboot the system

Now internet access will be surely disabled...
